Build a fair energy baseline

Energy and civic IoT systems connect physical infrastructure to operational decisions. Their value depends on dependable measurements, coverage, maintenance and the ability to respond. A public deployment must account for the people affected as well as the technical equipment.
A building-measurement worksheet
Choose one building, circuit or service boundary and draw what is inside it. Identify whether the intended data describes power, accumulated energy or a demand interval. Keep the unit and measurement method explicit.
Have the responsible qualified provider assess installation, meter suitability and safe maintenance access.
Record interval completeness, meter changes and any estimated values. Preserve the original observations.
Keep operating hours, occupancy and relevant equipment changes alongside the baseline so later periods can be compared meaningfully.
Interpret the result
Do not use a lower bill alone to attribute savings to technology. Tariffs and operating conditions can change independently. A good pilot explains the comparison method, limitations, operator effort and who acts on an abnormal reading.
Keep a decision record
Save the requirement, exact models and versions, assumptions, observations, failures and next decision. Distinguish a documented specification from your own observed result. Leave unknown values unassessed rather than filling them with a score.
